The purpose of this paper is to describe the implementation of employees’ discipline and constraints and how to overcome the constraints of discipline of employees at the Tax Office Semarang Candisari. Based on the results of research and discussion of all data, the study obtained the information toward the labor discipline of employees in the Tax Office Primary Semarang Candisari done by referring to Regulation 53 of 2010 Concerning the Discipline of Civil Servants. Based on the interviews with the Hand of the General, that has imposed the order to all employees including adherence to adhere to the working hours of employees, observance of dress and obedience in the use of its facilities, as well as in its implementation, the result has been quite good for most of the employees in terms of the compliance with the disciplinary rules imposed. Based on the result of employees’ absenteeism data, during the period of January to December 2014, there was still a deviation from permit out of the office and there were some employees who came in late, but the percentage of the amount was not so great. From the calculationof thr average, it was found that the average lateness which was seven per cent of the total number of 75 employees still came late with the average of just one minute. This meant that the employees still has a high level of discipline. In the implementation of labor discipline of employees in the Tax Office Primary Semarang Candisari encountered some resistance among others dishonesty, delays and limited supervision. These obstacles, can be solved means of the increased supervision, evaluation work discipline, as well as the laws and regulations.
